That kind of peeling is generally due to a rush job, which this was, in which either the cement being coated wasn't perfectly dry and clean before the coating was applied, OR the water was let in too quickly, before curing was complete. In this case, probably both.

A properly applied liner of that type could be slit by a very sharp knife, but it can't be peeled by a knife without a whole lot of effort and work. It sticks like paint. You don't peel paint by slashing at it with a knife, you use a tool for scraping. No such tool was ever found and nobody was accused of having such a tool. This was all just BS all the way, as everyone knew from the start.
